In order to further improve the technical capabilities and service quality of inspection and testing institutions, establish and improve the classification and supervision mechanism of inspection and testing institutions, and actively create a learning atmosphere for employees in the inspection and testing industry. The Certification and Accreditation Administration decided in the field of inspection and testing of industrial robots, construction and textiles in 2019. Organize skill competitions. The relevant matters are hereby notified as follows:

First, the organization

The skill competition work was organized by the Certification and Accreditation Administration. The “Industrial Robot Position Repeatability Test” project was jointly undertaken by Shanghai Electrical Equipment Testing Co., Ltd. and the Robot Testing and Certification Alliance. The “Rebound Method for Testing Concrete Compressive Strength” project was conducted by China Building Science Research. The Construction Engineering Testing Center of the Institute Co., Ltd. and the Engineering Construction Quality Supervision and Inspection Branch of the China Construction Industry Association jointly undertake the project; the Feather Cashmere Inspected Project is a feather fleece testing laboratory of Zhejiang Entry-Exit Inspection and Quarantine Bureau and Jiangsu Entry-Exit Inspection and Quarantine Bureau. Textile Industry Product Testing Center and China Down Industry Association jointly organized.

Second, the competition parameters and testing standards

The test parameters involved in the “Industrial Robot Position Repeatability Test” project are: position repeatability, and the relevant test standards are: GB/T 12642-2013 “Industrial Robot Performance Specifications and Test Methods”.

The test parameters involved in the “Rebound Method for Testing Concrete Compressive Strength” are: concrete compressive strength, and the relevant testing standards are: JGJ/T 23-2011 “Technical Regulations for Testing Concrete Compressive Strength by Rebound Method”.

The test parameters involved in the “feather velvet component inspection” project are: feather velvet component analysis. The relevant testing standards are: GB/T 10288-2016 “down feather feather inspection method”, GB/T 17685-2016 “down feather feather”.

Third, participating institutions and registration methods

The inspection and testing organization that has obtained the relevant inspection and testing project qualification (CMA), the National Product Quality Supervision and Inspection Center, and the accredited laboratory that has obtained the relevant inspection and testing items may sign up for the competition of one or more projects.

The competition adopts a combination of “voluntary registration” and “recommended participation”. On the basis of the voluntary registration of inspection and testing institutions (see Annex 1, Annex 2, Annex 3), the provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Production and Construction Corps Market Supervision Bureau (office, committee), each qualification (measurement certification) The industry review team can recommend 2-3 inspection and testing institutions for each competition project according to the inspection and testing institutions of the region and industry. Without the inspection and testing institutions recommended by the above departments, you can directly register with the undertaking unit to participate in the competition.

All units shall submit the list of recommended institutions to the Certification and Accreditation Administration before August 30, 2019 (see Appendix 4 for the recommended summary). The Certification and Accreditation Administration will give priority to the selected inspection and testing institutions to participate in the competition.

Fourth, the competition method

The competition will be divided into the qualification selection stage and the on-site competition stage.

Qualification selection: The Certification and Accreditation Administration and the project undertaker will determine the list of institutions participating in the on-site competition according to the registration and recommendation of the inspection and testing institutions.

On-site competition: All inspection and testing institutions that pass the selection and enter the on-site competition stage will conduct theoretical knowledge written test and on-site inspection actual operation competition at the same time and at the same place. Among them, the written test of theoretical knowledge is conducted in the form of a closed-book examination, and the on-site test practice competition is conducted in groups. Specific competition requirements and arrangements shall be separately notified by the project undertaker.

Fifth, the time schedule

Deadline for registration and recommendation: The registration for this competition will be closed on July 15th, and the recommended time will be closed on July 30th. Application for registration and recommendation will not be accepted after the deadline. Before August 15th, determine the list of institutions participating in the live competition.

On-site competition time: before the end of September 2019.

Sixth, the use of results

For the inspection and testing institutions that have obtained excellent and satisfactory results in the skill competition, the records of the relevant inspection and testing institutions participating in the proficiency testing shall be included in the on-site review of the relevant testing items within 2 years.

Seven other matters

The competition does not charge the entry fee, and the inspection and testing institutions participate in the on-site competition for travel and accommodation expenses.
